Mr. Crawford

asked the Secretary of State for Industry if he will call an immediate halt to all steelworks closures, actual or planned, in Scotland; and if he will seek powers to establish a Scottish Steel Corporation controlled in, by, and for Scotland with powers to plan for its own expansion and competitiveness in the context of world steel trade.

Pending the outcome of the review of the British Steel Corporation's closure programme which my right hon. and noble Friend the Minister of State is conducting, the BSC agreed to suspend proposed plant closures in Scotland as elsewhere. The Minister of State's consultations have already included visits to nine works in Scotland and meetings with the Scottish TUC and with local representatives of the work forces. He will shortly hold a tripartite meeting between the Government, BSC and the TUC Steel Committee and he will also consult the appropriate Members of Parliament and other interested parties.

The Government see no economic advantage to Scotland in having a separate steel corporation for that country but we are concerned to ensure that distance from London headquarters does not operate to the detriment of the BSC in Scotland.
