Mr. Hooley

asked the Secretary of State for Trade if he will take steps to ensure that the certification of maintenance on civil aircraft can be carried out only by the holder of an aircraft maintenance engineer's licence, and that in the interests of public safety responsibility for nominating staff to certify maintenance will not be delegated from the Civil Aviation Authority to airline operators.

We are informed by the Civil Aviation Authority which is responsible for safety matters, that it is about to consult all interested parties about a number of possible changes in the requirements relating to the issue of certificates of maintenance and the licensing of maintenance engineers. My right hon. Friend will consider this matter in the light of any recommendations which he may receive from the authority for changes in the relevant regulations.
