§ Mr. Michael Lathamasked the Secretary of State for the Environment upon the basis of what criteria he decided not to send the Matthew Skillington Report to the National Federation of Building Trade Employers for its comment.
§ Mr. CroslandI decided to send the report in the first instance to those most closely concerned, namely, the main professional institutions and the local authority associations.
I also arranged for wide Press coverage to be given to the report and to the invitation to comment. Subsequently several bodies asked for and were sent copies of the report. These included the National Federation of Building Trades Employers who were omitted in error from the list embodied in my answer of 6th November.
