§ Mr. Wigleyasked the Secretary of State for Wales if he will take steps to ensure that ratepayers in Wales will not bear any of the capital costs of development schemes in Wales intended to increase the supply of water to consumers outside Wales.
§ Mr. John MorrisWhen considering developments of this kind I take into account the need to arrive at an equitable allocation of capital costs. I will continue to take all steps neecssary to safeguard the ratepayers of Wales.
