asked the Secretary of State for the Home Department whether he will regularise the anomally whereby pensioners living in flats are precluded from nominating a sole licensee, whereas they are so allowed where there is a resident warden, and extend the application of the rule wherever there is a shared aerial.

My right hon. Friend has no plans for changing the present regulations governing the old persons' homes licence, since the anomalies to which they give rise could be resolved only by applying more restrictive criteria. The type of aerial used would not in itself be a satisfactory criterion.
