§ Mr. Gregor MackenzieSubstantial financial incentives are available to industry in the development areas. In recent months we have doubled the rates of regional employment premium, tightened the industrial development certificate control in the non-assisted areas and announced two new programmes of advance factories. A further programme of 38 factories, most of them to be built in the development areas, is being announced today. The powers we shall be seeking in the forthcoming Industry Bill will further strengthen our ability to tackle the employment problems of the development areas.
