asked the Secretary of State for the Environment if he has any plans for improving the democratic representation on area water boards; and if he will make a statement.

My right hon. Friend proposes to review the working of the industry in about two years' time. A majority of the members of the water authorities are, however, already appointed by local authorities. It would be wrong to alter their structure so soon after they have become operational.
