asked the Secretary of State for Scotland why there is still a difference between the pay scales of Scottish and English teachers for doing the same job.

The fact that secondary school teachers in Scotland are generally paid rather more and primary school teachers rather less than their counterparts in England derives from the different salary structures which have been evolved by the separate negotiating bodies in the two countries.
