asked the Secretary of State for Social Services whether she will institute an inquiry into the circumstances under which an unqualified anaesthetist came to be employed at Orpington Hospital on 25th August 1974.

The South-East Thames Regional Health Authority has already established the facts and these point to deficiencies in the authority's procedures for the employment of locum medical staff. The authority proposes to set up an inquiry to review those procedures. In view of this I do not intend to institute an inquiry myself.
