§ Mr. PrenticeNo. These matters are best settled between employers and employees through the established negotiating machinery for the staffs concerned. But I propose, with the agreement of the local authority associations and with the consent of the Minister for the Civil Service, to make regulations under Section 24 of the Superannuation Act 1972 to provide for payment of compensation to teaching and non-teaching staffs of colleges of education who suffer loss or diminution of emoluments as a result of the impact of reorganisation on their colleges.
