Mr. Sillars

asked the Secretary of State for Scotland if he will publish in the OFFICIAL REPORT the present teaching salary scales in Scotland; and what these salaries would have to be to maintain their purchasing power at 1964 prices.

Notes:

(1) The number of basic salary scales in 1964 was reduced in 1970 following a restructuring of the pattern of salaries. The scales shown in column 3, however, are broadly the equivalent of the current scales shown in column 1.

(2) The index of retail prices published in Table 132 of the Department of Employment Gazette includes the following items:—

Index (all items):

(i) monthly average 1964 = 107.0.

(ii) 17th September 1974 = 212.9 (represents an increase of 99.0 per cent. over the 1964 figures).

asked the Secretary of State for Scotland why he has refused to award an interim pay increase to Scottish teachers; and if he will make a statement.

Mr. William Ross

I would refer the hon. Member to the outline I gave to the House on 30th October of the reasons why the management side of the Scottish Teachers' Salaries Committee, on which I am represented, considered it important to await the Houghton Committee's report before awarding any interim increase in salaries.

Mr. Lambie

asked the Secretary of State for Scotland if he will call an immediate meeting of the Scottish Teachers' Salaries Committee to consider making a substantial payment on account to all Scottish teachers to be paid no later than the December pay cheque; and if he will subsequently request all education authorities to make the necessary provisions for making this payment.

I understand that the Educational Institute of Scotland intends to ask the teachers' side of the Scottish Teachers' Salaries Committee to call an early meeting of the committee to consider a revised interim claim.
