§ Mr. ArmstrongThe Leicestershire Education Authority's lump sum authorisation for major school projects in 1974–75 designed to meet basic needs is £2,355,000. None of this is intended for replacement purposes; education authorities will shortly be notified of projects accepted for this year's replacement programme. The authority did not ask for 167W a sum for basic needs; it inherited from its predecessor authorities lists of projects for both basic need and replacement purposes.
