asked the Secretary of State for Scotland what proposals he has for the setting up of a Scottish Assembly; and what the timescale will be.

I have been asked to reply.

The Government's proposals for setting up a Scottish Assembly were outlined in the White Paper published in September. It has already been made clear in the Queen's Speech that we intend to proceed urgently with the detailed working out and implementation of these proposals. I shall be keeping the House informed on the timetable as we go along.
