asked the Secretary of State for Employment what steps are being taken to establish the committee of experts on major hazards referred to in his statement on 27th June.

The Health and Safety Commission has proposed to me that they should appoint the committee of experts on major industrial hazards with the following terms of referenceTo identify types of installations (excluding nuclear installations) which have the potential to present major hazards to employees or the public or the environment, and to advise on measures for control, appropriate to the nature and degree of hazard, over the establishment, siting, layout, design, operation, maintenance and development of such installations, as well as over-all development, both industrial and non-industrial, in the vicinity of such installations.

After consulting my colleagues I have asked the commission to proceed urgently on these lines.
