Mr. Marten

asked the Lord President of the Council if he will move that, in a Select Committee to be appointed to consider European Community secondary legislation, Members other than members of the Committee may attend its deliberations.

The normal practice of the House is that non-members do not attend deliberative meetings of Select Committees. In their Third Report of Session 1971–72, however, the Procedure Committee took the view that this practice was at the discretion of the Select Committee concerned.
