asked the Prime Minister what is the requirement for positive vetting for Ministers.

The Prime Minister

The security arrangements affecting Ministers were described in its report of July 1973 (Cmnd. 5367) by the Security Commission, whose recommendations in that report for certain modifications in the arrangements were accepted and have been put into effect. The commission agreed that it was not appropriate to subject Ministers to the positive vetting process, noting that there are other safeguards which operate in the case of Ministers which are not applicable in the case of officials.
