§ Mr. Robert Edwardsasked the Secretary of State for Foreign and Common- 248W wealth Affairs whether he will take steps through the International Security Council established under Article 5 of the treaty with Brunei or otherwise, to intervene in the case of Mr. A. Besar bin Othman and other political prisoners held without trial by the Brunei Government, since these detentions are themselves a threat to the internal security of the country.
§ Mr. EnnalsThe 1971 agreement amending the 1959 agreement on Brunei provides that Brunei should enjoy full internal self-government but the Government of Brunei have been made aware of the views of Her Majesty's Government on the question of detainees.
