asked the Secretary of State for Scotland if he will list the provisions relating to responsibility for safety that would apply to a petrochemical development at Hunterston, and for liability for compensation in case of an accident affecting the people of the area.

Relevant provisions are contained in the Petroleum (Consolidation) Act 1928, which governs storage, and in the Factories Act 1961, which governs operations. There are a number of other statutory provisions which might apply—e.g., Clean Air Acts 1956 and 1968; Offices Shops and Railways Premises Act 1963; Occupiers' Liability (Scotland) Act 1960; Rivers (Prevention of Pollution) (Scotland) Acts 1951 and 1965; Public Health (Scotland) Act 1897. The general law of reparation for damage to persons or property would apply.
