§ Mr. MeacherThere may well be periods of newsprint scarcity such as obtains at present but I do not judge the likely effect to be crippling, especially in view of the self-help scheme organised by the United Kingdom Newsprint Users Committee. I am considering what contribution the Government can usefully make to a sustained increase in waste paper collection and usage.
