Mr. Michael Morris

asked the Secretary of State for the Environment if, in view of the statement by the Anglian Water Authority that the levying of water charges on the basis of which use may not be achieved until 1976 or 1977, he will send a circular to all water authorities requesting them to identify properties without main drainage before next year's rate demand is issued.

Mr. Denis Howell

I understand that the water authorities are already trying to arrange for local authorities in their respective areas to identify as soon as practicable those properties not connected to main drainage.

Mr. Michael Morris

asked the Secretary of State for the Environment if he will consider introducing a system of rebates, similar to the rate rebate scheme for local authority services, to cover water rates.

During the coming months my right hon. Friend will be reviewing various aspects of water authority charges.
