asked the Secretary of State for the Environment what increase in the standard rate of income tax would be needed to raise the estimated revenue from the domestic ratepayer in Great Britain during the current financial year.

I have been asked to reply.

In order to raise the same revenue from income tax on persons as is received from domestic rates in Great Britain it would be necessary at 1974–75 levels of rates and incomes to increase the basic rate of tax, which applies to the United Kingdom as a whole, by about 4½ percentage points.
