asked the Secretary of State for Energy if he will refuse all applications for licences to drill for oil in the Moray Firth and the Minches untilsuch time as drilling technology can guarantee no leakages.

Mr. Strang

No. Such a guarantee is not possible, but licensees are required to take all practical steps during drilling operations to prevent the escape of any oil.
