§ Mr. Fidlerasked the Secretary of State for Foreign and Commonwealth Affairs if, in view of the latest violence and terrorist outrage perpetrated in Israel by Arab terrorists who crossed the border from neighboring Arab countries, he will change his policy evidenced by the refusal of Her Majesty's Government to condemn similar terrorists involved in the recent Kiryat Shmoneh outrage in the Security Council, and raise the matter there as a threat to peace.
§ Mr. EnnalsWe made it clear at the time that we condemned the attack on Kiryat Shmoneh. We voted for an amendment that would have made specific reference to Kiryat Shmoneh but regrettably it failed to be adopted. The subsequent Security Council Resolution 347, for which we voted, condemned all acts of violence, especially those which result in the tragic loss of innocent civilian life. We have also made it clear that we utterly deplore the terrorist outrage at Ma'alot. Successive British Governments have, however, taken the view that it is for the Government or Governments primarily concerned to decide whether to have recourse to the Security Council.
