asked the Secretary of State for the Environment what guidelines have been issued to Harlow Development Corporation relating to the sale of houses to sitting tenants.

Policy on owner occupation in new towns is under review. In the meantime, Harlow and other English new town development corporations have been asked not to sell any more rented dwellings, except where they are under a legal obligation to do so or where they have obtained my approval.
