asked the Secretary of State for the Home Department whether he will introduce regulations defining the word "hardship" when applied to the question of whether the husband of a woman with a right of abode in Great Britain is to be admitted to the United Kingdom.

The circumstances of individual cases vary so widely that it would be difficult to devise a satisfactory definition of hardship.

I am reviewing the wider aspects of this question and in the meantime I am issuing instructions for a more sympathetic and flexible approach in interpreting the immigration rules. Cases will be decided in the light of all their relevant circumstances, full weight being given to compassionate factors.
