Mr. Rose

asked the Secretary of State for the Environment whether he will introduce regulations for minimum standards in road holding in relation to motor cars.

Mr. Mulley

Numerous factors contribute to the road holding performance of a motor vehicle including steering, tyres, road conditions and driving ability. No satisfactory method has yet been established of distinguishing between their relative importance so as to enable minimum standards for road holding to be prescribed. The problem is being studied by my Department.

Mr. Rose

asked the Secretary of State for the Environment whether he is satisfied with the current safety standards of British manufactured motor vehicles; and whether he will introduce a mandatory code of minimum safety standards.

Mr. Mulley

As to the first part of the Question, there is still room for improvement but I am satisfied that there is continuous progress in the right direction. As to the second part, such a code exists principally in the form of the Motor Vehicles (Construction and Use) Regulations 1973, the Road Vehicles Lighting Regulations 1971 and related main and subordinate legislation.
