Mr. Russell Johnston

asked the Secretary of State for Industry whether his Department intends to renegotiate the agreement with the EEC concerning transitional arrangements for ferrous scrap.

Mr. Meacher

The arrangements providing for the retention until 1st January 1975 of restrictions on the export of ferrous scrap to other Community States form part of the Treaty of Accession. As the Secretary of State for Foreign and Commonwealth Affairs made clear in Cmnd 5593 we are reserving the right to propose changes in the Treaty if essential interests cannot otherwise be met.
