Cook asked the Chancellor of the Exchequer if he will make a statement on Government policy towards those who have suffered financial loss through investment in War Loan.

We have looked again at this difficult problem, but it is obviously impracticable to redeem almost £3,000 million of outstanding War Loan and other undated stocks at the present time. Although we have considered sympathetically the redemption of War Loan confined to elderly long-term holders, we have reluctantly concluded that this would not be equitable as between past and present holders of the undated stocks.
