asked the Secretary of State for Education and Science whether he will allow the building of the new St. Clements School in Worcester in the 1974–75 programme in view of the fact that it would have been completed in the 1973–74 programme had it not been for delays in the provision of planning permission.

No. As my right hon. Friend said in the House on 2nd April—[Vol 871, col. 1074]—the school building programme for 1974–75 will deal entirely with basic needs, rather than with improvement projects such as this
