asked the Secretary of State for Wales, in view of the fact that the water rates now payable in the western area of the county of Clwyd have approximately doubled since the previous year, whether he will take steps to reduce their incidence.

No. The domestic relief element of rate support grant for 1974–75 which has been fixed at the high level of 33.5p in the pound in Wales will materially reduce the burden on domestic ratepayers in Clwyd as compared with the proposals of the previous Government, under which the levels of domestic relief would have been 18.5p in the pound in the district of Alyn and Deeside, 19.5p in Colwyn, 25.5p in Delyn, 19.5p in Glyndwr, 17p in Rhuddlan and 16.5p in Wrexham-Maelor.
