§ Mr. HattersleyThe extent to which the members of the European Community express a joint view at international conferences depends on the conference in question. The procedures they have adopted for the Conference on Security and Co-operation in Europe are flexible. When necessary the delegation of the country holding the presidency speaks on behalf of the others. These procedures have worked well, and I see no reason to change them.
