§ Mr. William RossI have designated the responsibilities of the Ministers of my Department as follows:
My hon. Friend the Member for Glasgow, Craigton (Mr. Millan), Minister of State, acts as my deputy and has particular responsibility for the Scottish Economic Planning Department and for home affairs He also has a general responsibility within the Scottish Office for all matters relating to oil development in Scotland;
My right hon. and noble Friend the Lord Hughes, Minister of State, is responsible for the Scottish Development Department and the Department of Agriculture and Fisheries for Scotland. He also has a general responsibility within the Scottish Office for all matters relating to the European Economic Community and is my spokesman in the House of Lords;
My hon. Friend the Member for Aberdeen, North (Mr. Hughes), Under-Secretary of State, is responsible for health, education and social work.
