§ Mr. EnnalsAccording to figures provided by the United Nations Secretariat the following countries had, at 28th February 1974, unpaid assessed contributions outstanding:

As of 28th February 1974, with the exception of Belgium, Bhutan, Canada, Denmark, Germany (Federal Republic of), Ghana, Guyana, Iceland, Ivory Coast, Jamaica, Japan, Liberia, Luxembourg, Malaysia, Netherlands, Pakistan, Philippines and Sweden, all Member States were in arrears in respect of contributions to the United Nations Emergency Force (1973). Subsequently the United States, United Kingdom and France have paid their contributions in full.
Since technical aid is financed largely by voluntary contributions, members who do not contribute to the extent of their pledges cannot be regarded as being in debt to the organisation concerned.
