Mr. Sillars

asked the Secretary of State for Scotland if, for the removal of doubt, he will make an order freezing rents on the residential caravan sites sector, as notice of site rent increases have been served by some site owners in the past few days.

Mr. William Ross

No. The standstill effected by the order made on 8th March is intended to apply to rents of dwellings, not to site rents. Where caravans are let as dwellings, they come within the terms of the order.

Mr. Sillars

asked the Secretary of State for Scotland, in view of the problems facing tenants in residential caravan parks, if he will undertake to introduce legislation at an early date to give tenants security of tenure and regulated conditions for site tenancy.

Mr. William Ross

I understand that the national organisations representing, site operators and caravan residents have now reached an advanced stage in discussions about a standard agreement covering matters of this kind. With my right hon. Friend the Secretary of State for the Environment, I shall keep in close touch with the progress of these discussions.
