asked the Secretary of State for the Environment (1) if he will seek powers to alter existing building regulations in order to enforce higher standards of thermal insulation on all new construction;

(2) what plans he has to improve thermal insulation standards on new private and public buildings, and on existing buildings.

Proposals for improving the thermal insulation of new housing under existing powers have been circulated for consultation to the interested bodies, whose replies are still being received. The Health and Safety at Work Bill will provide for building regulations, covering buildings, generally, to be made in the interests of fuel conservation, and I am considering measures to improve insulation in existing buildings. I am keenly interested to secure progress in this field.
