Mr. David Steel

asked the Secretary of State for the Environment if he will consider allowing housing associations to charge a fair rent to new tenants, irrespective of the rent paid by the previous tenant.

Housing associations may charge a fair rent to new tenants, in accordance with the Counter-Inflation (Private Sector Residential Rents) (England and Wales) Order 1974 only where the accommodation was not subject to a tenancy at any time within a period of 12 months beginning on 8th March 1973. I have no proposals for amending this provision.
