§ Mr. Robin F. Cookasked the Secretary of State for Scotland whether he will reconsider the decision to withhold until 31st March borrowing consent on any further schemes for the modernisation of local authority housing; and whether in particular he will now authorise the third phase of Edinburgh Corporation's proposals for Stenhouse which forms parts of a larger scheme already initiated.
