asked the Secretary of State for the Environment if he will issue a circular to local authorities recommending that the clearance or demolition of existing dwellings be halted until new building of homes to rent exceeds the loss within any area by demolition within a 12-month period.

No, but I am concerned about special problems in some clearance projects in our major cities, and hope to issue guidance to local authorities about programme and project planning in due course. Local authorities should organise the scope and timing of their redevelopment and improvement programmes as to make the best use of available sites and existing housing stock.
