asked the Secretary of State for Scotland what support he is prepared to give to steps to conserve herring stocks in Scottish waters.

Effective conservation of herring stocks can be achieved only by international agreement. The United Kingdom Government have taken the lead in seeking such agreement in the North-East Atlantic Fisheries Commission. At the forthcoming meeting of the Commission the United Kingdom delegation will continue to press for quota arrangements for North Sea herring and, in the light of the latest scientific evidence, seek quotas also for West Coast herring.
