Mr. Kilroy-Silk

asked the Secretary of State for Education and Science if he will consider recommending local authorities to give grants for full-time study of O and A-levels at establishments of further education for people who would otherwise be unemployed.

Local education authorities already have discretion to make awards to students taking courses of this kind, and I consider they are best left to make their own decisions in the light of local and individual circumstances.
