asked the Secretary of State for the Environment whether he will seek powers to enable district councils to set up non-profit-making accommodation agencies.

I understand that local authorities may have sufficient powers already under Section 137 of the Local Government Act 1972 to incur expenditure for such purposes. I will write to my hon. Friend shortly.
