Mr. Moonman

asked the Secretary of State for Education and Science if he will make proposals for teachers' salaries that would enable local education authorities to assist areas where there is a high pupil-teacher ratio, such as the county of Essex, which has more pupils to teachers than any of the five Home Counties.

Salaries of teachers are a matter for negotiation within the Burnham Committees. The Department operates a quota system designed to secure a fair distribution of teachers. The actual pupil-teacher ratio in any area depends on a number of factors, including the attractiveness of the area to teachers and the staffing policy of the authority.
