asked the Secretary of State for Scotland if he will estimate by how much rating expenditure in Scotland will increase per head of population in 1974–75 to meet the initial working expenses of the new regional and district councils.

Under the Local Government (Scotland) Act 1973 the rating authorities are required to provide the product of a 1p rate for the initial expenses of the new local authorities. This is equivalent to between£2½million and£3 million, or about 50p per head of population.
