§ Mr. Harold WalkerThe enforcement functions which are to be allocated to local authorities are still under consideration and are being discussed with interested parties. The Robens Committee recommended that local authorities should be responsible broadly for health and safety in the so-called "non-industrial activities". It is proposed to accept this recommendation in principle. The activities we have in mind and which have so far been discussed with the local authority associations and other organisations are commercial activities, the distributive trades and the service industries.
