asked the Secretary of State for Employment if he will consider extending the duties of the proposed Health and Safety Commission to cover the shipping industry.

The Health and Safety at Work etc. Bill applies in respect of persons at work in Great Britain. Its scope can be extended beyond Great Britain by Order-in-Council. The health and safety of those employed in the shipping industry is covered by the existing Merchant Shipping Acts which are the responsibility of the Secretary of State for Trade. Where appropriate, regulations applying to the shipping industry can also be made under the Health and Safety at Work etc. Bill. The Health and Safety Commission will normally be responsible for the enforcement of regulations made under the Bill, but it could arrange for this function to be exercised by a Government Department such as the Department of Trade.
