§ Mr. Denis HowellI have now determined the allocation between the water authorities, including the Severn-Trent Water Authority, of that part of this year's water services capital programme which had been held in reserve. The allocation has been decided primarily on the basis of the best estimates made available to the Department by the water authorities of their requirements to service new housing development in their areas.
