asked the Secretary of State for the Environment who are to be the local commissioners in the county of Essex, where and from what date they will receive complaints and correspondence, and what staff they will have.

The division of England into areas for the purposes of the local complaints machinery is a matter for the Commission for Local Administration, but I understand that this process has not yet been completed. Complaints and correspondence relating to Essex or any other part of England may, however, now be addressed to the Local Commissioner at 47 Parliament Street, London, SW1A 2NB. Until the commission can make its permanent appointments a minimum staff is on loan to the commission from the Department of the Environment.
