asked Her Majesty's Government:

Which types of British subject are not allowed to enter the United Kingdom freely; and whether such prohibition is compatible with the Treaty of Rome.

Apart from such special cases as diplo- mats, the members of certain Armed Forces and people arriving on local journeys from within the common travel area, it is only those who are patrial as defined in Section 2 of the Immigration Act 1971 who may enter the United Kingdom without leave. We are not aware of any inconsistency with the Treaty of Rome, but we are reviewing our law of citizenship.
