asked the Secretary of State for the Environment what action he is taking designed to improve heat insulation in housing both old and new.

Revised building regulations, designed to raise the thermal insulation standards for new dwellings, will shortly be laid before Parliament. Part III of the Health and Safety at Work etc. Bill will enable building regulations to be made in the interests of fuel conservation as well as public health and safety, and we are urgently considering the best way of using these powers. We are also considering whether to broaden the present improvement grant arrangements in order to facilitate thermal insulation of existing dwellings.
