asked the Secretary of State for the Environment whether he will take action to ensure that tenants otherwise entitled to maintenance grants are not prevented from obtaining these by reason of the landlord's failure to make the necessary application.

Mr. Freeson

I assume my hon. Friend is referring to payments to landlords or tenants of unfit houses, included in slum clearance orders, that have been well maintained. Under the present legislation the direction by the Secretary of State that such payments should be made is not dependent upon the landlord making a claim: either he or the tenant may claim.
